Its strength is its capacity for campaigning and in buidling the capacity of civil society groups to be able to participate in campaign and advocacy activities. It is a nationwide network that has developed good relationships with civil society organizations, local government units, teachers\\\' organizations, and the Department of Education, which will be helpful in extending our reach. Emphasis on the right to education as a basic human right, the need to reach marginalized and exluded organizations, and the need to strenghten civil society to be involved in education reforms. Their core advocacies include: (1) Learner-centered, developmentally appropriate Early Childhood Care and Development; (2) Quality formal education; (3) Life-long, multi-cultural non-formal/Alternative Learning systems; (4) gender-fair education; and (5) Education financing.
